3 Deliver a researched, tested, and socialised draft concept in order to inform capability development aimed to resolve gaps and transform the Alliance.
4 Deliver a validated concept with an implementation plan in order to inform capability development aimed to resolve gaps and transform the Alliance.
5 Acquire approval for a validated concept and concept implementation plan in order to inform capability development.
