Course DescriptionThe aim of this course is to prepare students in conducting, supporting, or escorting inspections, evaluations, contact visits, and observations under the Vienna Document 2011 on Confidence and Security Building Measures.

Learning Objectives1. History and Development of VD 11: Students will recall the historical background and the development of VD 11 in the context of NATO’s approach to CAC and Confidence and Security Building Measures (CSBMs). 2. Fundamentals of VD 11: Referencing the content of VD 11, students will summarize the necessary aptitude and attitude for a member of a VD 11 mission as well as the basic structure and the main provisions of VD 11. 3. Escort and Support Evaluations: Using the provisions of VD 11, students will conduct, escort, or support evaluations in accordance with the provisions of VD 11. 4. Provisions on Prior Notifications: Referencing the provisions of VD 11, students will apply the provisions on prior notification and observations of certain military activities. 5. Conduct of Inspections: Using the provisions of VD 11, students will conduct, escort, or support inspections in accordance with the provisions of VD 11. 6. The Future of VD 11: Using the gained knowledge, students will outline the meaning and the necessity for evolution of VD 11.
